take the actuator off the diverter valve
when hot water is on pin should be pulled in
when heating it should push out

Could be as simple as your room stat not working.

We need to know whether the boiler knows its suppose to be running heating. Does it do anything at all when you turn CH on?

do you have access to a multimeter / voltage tester?

Possibly yes. Unfortunately the design of these makes checking the motorised valve a major chore.
