Got a question about wall ties, beginning with; is this one?

Hi there, thanks for reading this. Is this a wall tie? I've taken off a window sill that had bits of wood underneath it, which sat between the aerated blocks. Taking the sill off destroyed the last row of blocks so I have to replace them but I've got this tie (?) to contend with. Do I just embed it in the mortar and stick a block on top? Obviously, it would be a pretty small bit of block going on top of it - not sure how it much support it would be offering via the tie? Or am I missing something?

Yes it's a tie, tap with a hammer to knock off the mortar, mix up some more mortar and push the tie into the new bed of mortar... lay your brick/block on top of it, you shouldn't need to support the brick/block.

Yes, it's an fashioned butterfly galv tie.
