Gravel board fence on top of drainage pipes

I am wanting to have a gravel board fence around 6ft high but it runs along a drainage pipe. The concrete posts have to go 2ft down which is about 2 inches from the drainage pipe. Am I allowed to put posts and gravel boards along the pipes? I cannot bring it forward nor backwards

Please advise Thanks

my thoughts would be to reduce to 18" and have a large footprint to spread the load like a big mushroom
