I'm looking for some guidance on improving the subbase of my driveway (currently the driveway is old and damaged/badly done tarmac).
I intend to finish with gravel driveway flint or something interlocking.
I want the driveway to be permeable, so sub-base is key, as I understand things.
Here's my current situation and proposed plan:

Should I consider adding anything in alongside the tarmac to get it permeable, if so, any thoughts?
What depth of sub-base would you suggest here?
Soil under drive is clay; should I install a membrane below sub-base?

- 5cm tarmac surface
- Sub-base is very sandy with water pooling issues (when I pour a bucket on a shallower part of the sub-base)
- Sub-base varies in depth 5cm to 15cm
- Sub-base also contains bricks and larger debris
- Soil under sub-base is clay
- Dig out the sandy material and retain
- Break up the existing tarmac
- Use the broken tarmac to mix in and improve the sub-base
- Reintroduce mix and tamp down 5cm at time with block wood and lump hammer
