Gravel Driveway Sub Base Improvement

I'm looking for some guidance on improving the subbase of my driveway (currently the driveway is old and damaged/badly done tarmac).

I intend to finish with gravel driveway flint or something interlocking.

I want the driveway to be permeable, so sub-base is key, as I understand things.

Here's my current situation and proposed plan:

Current State:
  • 5cm tarmac surface
  • Sub-base is very sandy with water pooling issues (when I pour a bucket on a shallower part of the sub-base)
  • Sub-base varies in depth 5cm to 15cm
  • Sub-base also contains bricks and larger debris
  • Soil under sub-base is clay
Proposed Plan:
  1. Dig out the sandy material and retain
  2. Break up the existing tarmac
  3. Use the broken tarmac to mix in and improve the sub-base
  4. Reintroduce mix and tamp down 5cm at time with block wood and lump hammer
Is this plan viable?
Should I consider adding anything in alongside the tarmac to get it permeable, if so, any thoughts?
What depth of sub-base would you suggest here?
Soil under drive is clay; should I install a membrane below sub-base?
