gravity fed wc cistern not filling

Hello, could you suggest possible reasons why the gravity fed cistern in my flat is not filling? It's fed by gravity from a combination unit. The last plumber took 3 visits to fix the problem and replaced the ballcock. It stopped working after a few months.
