Not sure what you mean but I will start with -- I did some tiling on a concrete floor and used a primer/prep bonding agent which was green. Is that what you are seeing but if you are seeing it then it means it did not work, as it supposed to bond and it clearly did not ???
Ah thank you that helps actually. I was taking up an old floor with a few layers, I was a bit confused as what was coming up looked like old green asbestos tiles but then I realised it was the underside of the screed that was green! I was curious as to why. Thank you!

So if you can peel it off it means that the concrete did not have its latent surface first removed.
