Guttering paint and ridge tile

I am having Anglian fit new facia boards guttering etc on the house but the guttering will be in brown, currently i have black drainage and stench pipe, is the pvc guttering paint any good?
Also while the scaffolding is up i plan to replace a ridge tile that came off over the winter, what is the best way to replace, i was told to use silicone but the rest of the house seems to be held together with it so maybe that is correct??

Do you want the gutter black (which is the normal colour for gutter) orthe downpipes / stench pipes brown?

who in gods name told you to fix a ridge tile with silicone?

let me guess, a window fitter?

sand and cement or mortar for short.
