Had a plumber around to fix a leaking toilet. He cemented around the soil pipe but the cement on the left hand side is above the level of the flooring

I had a plumber fix my leaking toilet by cementing around the soil pipe. The trouble is the cement on the left hand side is above the level of the flooring. I can't put marine plywood over the flooring so can the cement be ground down with an angle grinder to make it level?

Looks like there is a drip of water from the pan connector ,is it leaking ?
If it is get him back and ask him to make the cement flush if possible.
