Had plasterers in - advice needed

Hi guys,

My sister has had plasters in. They are instructed to do the whole house but so far they have only done the bedrooms. I went round there yesterday and the pictures attached are how theyve left the bedrooms. Im a diyer and i can plaster a room better than this, these guys are meant to be pros.

What do you guys think she should do? Surely this isnt an acceptable standard?
She hasnt paid them yet.

Skimming walls requires 2 coats of multifinish and the process means going over the area about 7 times in total.

The end result should leave every area smooth enough to paint straight away.
I would expect no lumps and bumps at at all.

It looks to me like the plasters gone off before they got it smooth
