halstead cbx 32

i have an halstead cbx 32 boiler 4 years old and when there is no demand for heating or hot water the boiler stops and starts every 5 minutes or so not sure if the burner ignites but dont think it does .
when the heating is on or hot taps opened all works ok.
any ideas ?
