hanging 406 hdi

Whilst trying to accelerate in 3rd or 4th rpm reaches 2800 and sticks almost like a mechanical governor is operating, perfectly all right in 5th.
Shouldn't be a limiter on an hdi? Any suggestions. It was raining, electrical fault?

peugeots are temperemental at the best of times, my advise would be to get it on a diagnostic machine to see what fault codes it comes up with
