Have I broken my roof?

I've been painting on several coats of black jack bitumen paint on my flat roof - it's great stuff and (touch wood) seems to have stopped the leak - a BIG BUT though. The water pooling on my roof is now insane, I'm sure it's much worse than it was - there is an inch of standing water in places. While it's great that the seal is holding for now, it's going to take weeks to dry out and it feels like it'll be underwater for most of the year - not good when it gets frosty!

It's a reinforced concrete flat roof and I suspect there have been several felt roofs applied without removal of the previous one so I'm wondering if I've compressed it in some places by walking on it? Is that possible? I'm fairly sure nothing has dropped, I'm sure I'd notice from underneath if the whole roof had moved.

Any thoughts? I'm thinking I probably need it re-roofed now - but concerned that a new felt roof will collect water just like this one if it's structural.

Perhaps its pooling now that the water is not draining through it?

Excellent point - of course that makes sense, it's probably not a huge amount of water in total but that would have been seeping down my inside wall I guess!

How can levels be sorted when it's going on concrete? Would it need an additional structure on top? Or leveled out with additional concrete?
