Need a good heater that wont cost a lot to run. needs to be a 2kw which i know will cost to run but the person we are buying it for with most likely use it on 24/7. we have been looking at oil filed as they tend to just keep to a certain temp but have heard about oil free. so anyone recommend a heater that will be good cheap to run (impossible i know

You mean an electric heater?

If so, 2Kw is 2Kw. The power put out is the power consumed whether it's a fan or a radiator. No way around that, it's Physics.

Radiant heaters can make you feel warm with less power since they are not relying on heating the air but that is as good as you will get without switching to a cheaper energy source.

We have a De-Longhi oil-filled radiator, which is pretty efficient and has a sensitive thermostat so it stays at the right temperature and does the job. It's easy to move around the house. It's not cheap to run because electricity is not cheap.
