Could someone please tell me if I am right in thinking I need a fused spur box for an electrical heater in a downstairs toilet with a wash basin fitted Thanks for your Advice

What circuit do you plan to connect it to?
What is the power rating of the heater?
 
Assuming the socket is on a ring final circuit?
Then spur to a switched fused connection unit. This can be next to the originating socket or (more usually) adjacent to the heater. The installation instructions will probably tell you what size the fuse will need to be.

Or even a socket and plug.

Only 2 sizes of fuses are recognised, 3 and 13 amp. 3 amp is too small for 1kW so 13a it is.

perhaps you are confused because there are only two that have unique colours, while all other BS1362 fuses are black.
 
All BS1362 fuses are the same size.

Since you have never owned a standards document and therefore just make up the 'facts' you keep posting here, I will help other readers out by providing the truth.

Any value up to 13A is recognized by BS1362, but the values 3A and 13A are called preferred values.
