HEATING PROBLEMS

My upstairs radiators are getting warm, but the ones downstairs are not. I have bled the radiators, and checked the pressure, seems ok. The boiler goes on for about two minutes, and then off again, and then on again. Any help would be appreciated.

Bleed the pump, could need turning up, or sludge / blockage in bottom pipes

pump is knackered, gravity circulation upstairs and boiler is overheating due to heat not being able to leave boiler(without pump)
