help heating and hot water system

please can anyone help we live in private rented accomadation and we think something is wrong with our hot water system. when we switch the hot water on all the rads come on and vice versa the only way we can have hot water and not the rads is to switch the thermostat to 0 but even then a couple of rads upstairs come on. we spoke to the landlord who brought a plumber in but he said the system was a gravity system and it was ok. this doesnt seem right to me does anyone know of this system

i know gas prices have gone up but our gas bill was really high and i wondered if this might have something to do with it

could do with a bit more info.......but it could well be a gravity circuit to the hot water cylinder.....and its missing / or its not functioning..a check valve to the upstairs rad circuit .........ancient systems from the 70`s and back in time ....if it`s gas boiler has your landlord fulfilled his obligations regarding servicing and safety
