Help old broken stop tap stuck

Hi all,

The washing maching broke down and a new one is on the way. But while checking the connection it is a bit worrying.
Got the inlet valve via a old round stock tap which is broken as well. Also the outlet is attached via a tape.

Help needed for the inlet valve stop tap.. On how to close it or open it.. Tried but it seems stuck.. Photos attached

To close the gate valve turn fully clockwise. To be frank it wouldn't surprise me if it is seized up and needs replacing.
The waste connection is a bit of a bodge too.

You could try some water pump pliers, but could end up breaking it, but not too much to replace. Standpipe isn’t the best, so probably best renewing this too.

Yes tried clockwise but looks moved half a turn only.. Will stop from the mains to reaplce the washing machine..

Not sure what to do about waste pipe.. Any ideas pls
