Help - paint absorbing into wall!

Hi, I'm redecorating the basement in our house. This hasn't been done since we bought it. It was properly lined out, plastered and had a white paint finish. We just tried putting a coat of white dulux matt on and it has absorbed into the wall leaving a horrible off white patchy finish. What should we do? Do I need to reseal the wall as if its new plaster? Use some dilute coats of paint? My husband suggested using an exterior sandtex paint to get coverage (we have some left over from another job) but some internet searches say not to use this indoors because it contains anti fungal stuff - which may be useful as the basement is sometimes a bit damp (the tenant who has just left had turned the vent fan off and was drying washing down there - not a good combination!). Your advice would be appreciated.

Put two more coats of Matt on and it should look fine then. The paint being absorbed believe it or not is a good thing, means you now have a good surface to now paint onto.

When painting new plaster the paint is thinned with water to allow the plaster to absorb it.
