Help Please - Condensate Pipe

Hi

I have a flat that I rent out and have seen this (or rather the management company have). Can someone help me identify what this is and what a cause might be? I am wondering why there are 2 white pipes? I assume one is the boiler condensate / overflow is it? or am I wrong? Either way, why are there 2 (it seems to be a theme on the building) and any clue what could be causing this leak?

EDIT: looking at this forum, could the top one be boiler and the bottom one a WC cistern overflow? If this is the case, would fixing the cistern solve the issue?

Could be. You'd need to trace it inside and see where it goes.
