Sometimes the bathroom rads were connected to the HW primaries so when the HW was on, the rad heated up. A normal room rad shouldn't be though.
If you disconnect the valves and open then in turn do you get water under pressure from both?
When the boiler was done, were all the rads tested? I'd be getting them back to sort it out TBH.
