Hey if first fixing for a pedestal basin what distance from the wall do you bring the waste and hot and cold pipes up at so there hidden by the pedestal.

It will depend on the type of trap you are going to use.

Measure from back of basin to the cetre of plug hole, This will give you a starting point.

The rest is up to you you can make it as hard or easy for your self as you want,

It depends on your plumbing skills.
 
As the pipes will be hidden behind the pedestal you can bring them out quite low, then adjust when the basin is fixed. An adjustable trap might help too.

If you're coming through the floor then it depends on the basin - there's no standard measurement, so you need to get the measurements of the basin that's going to be fitted
 
If you're on a new build then give the architect/site manager a shout, he should be able to advise after a look at the plans. If no access to plans then get them to advise where they want them, better them than you explaining, they're paid more :)
 
Check the dimensions online for the items you're fitting. As said, with a pedestal trap the centre of the waste pipe is the centre of the plug hole. This is generally 180-200mm, but CHECK!! Then the two 15 or 10mm pipes are at the wall side directly behind the vertical waste pipe.
