Hi level cistern - splashing over the floor

Hello

We have just moved - the cloakroom has a high level cistern - i.e. with a chain hanging down.

Everytime you flush, the water comes out so fast is splashes all over the floor - which results in the bowl being only 1/2 full.

How can I reduce the outflow pressure? :(

If you stick a few milk bottles in the cistern so only half the existing water is going into the pan (if you don't know how to adjust the ball to reduce how much water goes into the cistern) does the water still splash on the floor?

In theory you can only reduce the pressure by lowering the cistern.
