High pressure, please help

Hi guys

I have a central heating system and the gauge in airing cupboard but that keeps going up to over 3 bar to about 3.5, it usually hovers around the one, the boiler is downstairs and the that gauge matches the other gauge in bars 3.5.

In the garden it's dripping down my back wall in the house.
I have bled a rad to bring the pressure down to one but after few hours it's back to over 3 bar again, I also have a 8L red pressure
vessel near a filling loop in the airing cupboard upstairs and I lifted that it's heavy.

Does pressure rise to 3 bar+ only when heating is in use ? If it does the red expansion vessel needs attention ( re charging or possible replacement).
If pressure rises from 1 bar to 3 bar when boiler is not in use the filling loop is either not fully closed,or it's duff.
