Honda Civic Estate 1997 - "Heating Blower"

I have a Honda Civic Estate 1997 and the "heating blower" allows one to turn to "off" (0) or I, II, III or IV for different strengths of heating and/or A/C. However just recently when on I or II, nothing comes out of the air vents, but on III or IV it works fine (I get hot air or cold air with the A/C on).

What would make III and IV work, but not I or II? Does anyone have any ideas?

There is probably a resistor network usually located within the air ducting to keep the resistors cool, I suspect a poor connection here. Happened on my car but it only worked on setting 4.
I have no idea if your honda would have this arrangement or where to find them, but I'd check for them near the fan itself.
