Hoover Washer Dryer VHW654D-80

I have one of the above, the washer part works perfectly but the dryer section has failed.
The element measures 42.8 ohms IE around 5A the heater fan is running but is not heating up.
Asked Hoover for help, asked for a circuit diag, no joy just £119 for an engineer to call.
Anyone got any ideas ?

Cracked it . I have fixed to the heater what at first sight appeared to be a form of terminal block, this has turned out a thermal cut out, or rather two of them L & N pressed them and bingo.
I would have been charged the full £119 for this
