hose to washing machine

i tried to disconnect both hot and cold hoses from my washing machine. problem is one of them wont swith off? I\\\'ve tried turning the shutoff on the pipe but it just turns and does not turn the water off?
Can anyone help?

take the plastic handle off and turn whats left 90º with a pair of pliers or borrow the handle off the other one
then get a new valve fitted
