not sure if anyone has ever experienced this before or not?
I went in my loft tonight to fit a jacket to the cold water tank that feeds my hot water cylinder and to my amazement, there was steam coming from the tank!
I checked the water in the tank and it was quite warm, almost getting towards hot!

The only way I can imagine the cold water tank to be hot would be from the cylinder.

Does anyone know if this is a regular problem and if there's anything to worry about or any cure

No, not a regular problem but it is a problem that needs sorting out.

Only way storage tank water can get hot is by the cylinder open vent or the cold feed to it.

Is your small header tank higher than this big tank?

If so it could be the coil gone in your hw cylinder.

Or it could be your cylinder stat gone, or the immersion heater stat. this can be very dangerous and like G4U said you need to get it sorted.

Immersion heater isn't connected, the water is clear in the tank, I did notice that the water level was quite high in the cold water tank (which is quite a small tank) I have now adjusted the ball valve to lower the water level, but won't find out until tomorrow if this has resolved the problem or if I have to check out the cylinder stat.

Is/was the vent pipe which loops over the top, dangling in the water? It mustn't or you get a circulation loop...
