Hot water but cold radiators

I have a Baxi Bermuda back boiler, controlled by a Horstman 527 programmer. If i call for hot water the boiler ignites & fires up nicely but ask for radiators & there's no responce. If i set the controller for HW & Heating, boiler ignites = hot water in the cylinder but cold radiators.

So At Controller
set for hot water = boiler ignites & provides hot water
set for heating = boiler does NOT fire up
set for hw AND heating = gas ignites but hot water only. Cold radiators.

If the boiler fires up for hot water, surely i should get heating also. provided nothing wrong with motorised valve. Could the ignition problem be related to the motorised valve? I'm thinking that even if the motorised valve was faulty, this shouldn't prevent the boiler from firing up.

I'm thinking about changing the thermostat in the hall and/ or the contoller but any advice or help would be apprieciated because i'm just guessing.

It could well be a faulty motor valve.

They work as a relay and start the pump and boiler.

Of course it could also be room stat, wiring or even programmer!
