Hot water pressure low.

My hot water pressure on the downstairs taps is low especially in the toilet sink which is the furthest from the tank its fitted with a grohe mixer tap. My hot water system is the conventional cold tank in the loft which is as high as I can get it with indirect cylinder on the landing feed by 28mm pipe. I'm in the process of installing a new bathroom so in an effort to increase the pressure I've re-routed the pipework to make the run as short as possible to downstairs and increased the pipe diameter from 15mm to 22mm as far as I can. Its made no difference at all, in fact I would say it's worse. Anyone have any ideas.
