Just a few thoughts and ideas to go with the one already given
There could be a blocked filter, theres often one on the inlet pipe.
The cold supply valve could have been partly closed off by mistake.
Theres a black screw on top of the diverter valve that you could play with to help ascertain the problem. This is the flow control screw.
Has anyone turned the water off lately and not re-opened a stopcock fully?
Have the water board been working nearby lately and disturbed debris from the mains?
Was the onset of the problem sudden or gradual?
