hot water working, central heating not, heat creep in rads

Hi,

Hoping someone can help with a temporary fix for this problem and a decision as to whether to replace the boiler:

) Boiler make / model (gas or oil)
Potterton Ultra 2 80 DV System gas boiler . Thought to be 10 years plus. Dual coil cylinder two floors above linked to solar thermal system.

2) What is / is not happening
Previously the radiators nearest to the boiler got slowly warm in order of proximity to boiler when hot water was turned on (this had been happening prior to the solar system being installed). This was not a problem for overheating in summer as there has been solar water heating installed for two years which provided hot water in summer. This winter in turning the central heating on, the light is on, but the boiler does not switch on. Boiler will still turn on for hot water.

3) Has ANYTHING else been done / changed recently
Solar water heating installed two years ago so have already had a heating season with it in place. First time turning on central heating since last heating season.

4) When did it (problem) start
Total central heating failure this heating season. Issue of some radiators heating when hot water on for approximately two ears. .

5) When does it happen? eg, heating coming on or going off
Central heating not coming on at all.

6) Anything else you feel may be of relevance
The boiler is fairly noisy and makes a racket when producing hot water, but is silent when central heating only is switched on.
I had hoped to just use the hot water spill to radiators to heta the house, but the hot water cyclinder reaches set temperature sooner than all the radiators have heatd up.
There is a cold water tank on the flat roof.
The radiators have not been bled for at least two years.
Boiler serves narrow town house across four floors.
