Sounds like the motor capacitor has failed.
Fit a new capacitor, see if that cures the drum turning problem.
If it does you'll find out whether it fully works or not.

After unplugging the driver, remove the lid and the left side panel (looking from the back) You will see the motor near the back. The capacitor can be either a silver cannister with two connections on top or a grey plastic tube with connections on top. Usually marked as 7uf .
Chances are that if the dryer has been run for any length of time without turning then the overheat cut-out on the element will also have tripped.
These can be reset. You need to remove the cover on the back panel to reveal the element. The cut out sits on top of the element. Look for the unit with a small hole in between the connections, using something like a paper clip push it into the hole until a click is heard. Hope this helps.
