A blockage. Take the drawer out and clean out the accumulated soap from the drawer and dispenser housing.

Two more things to try.
1. Make sure the machine is not tiliting forward at all (stick a spirit level on the top ) if it is, wind up the adjustable feet at the bottom of the machine to level.
2. If you have backed off the main stop cock pressure already try backing off very slightly the blue tap handle which is on the opposite to the machine end of the cold fill hose.
unfortunately I found hotpoints were prone to this a bit more than other machines.
