My sister has a Hotpoint Aquarius Ultima tc71 and when it is drying it blows cold and hot when it feels like. Anyone had this problem?

how do you know this? where are you putting your hand?
is it vented directly to outside?
have you checked its filter (if fitted)

it is actually cycling, which implies blockage
