Hotpoint BF1620 first light flashing

The left hand light is flashing on my Hotpoint BF 1620 dishwasher and it will not run.

I have tried tipping it back at 45 degrees but no water ran out.

The filter has water in it (dont know if this is normal or not)

Can anyone advise?
