Im not a repair man, but I would have a guess at.
1 Water going into machine slow......Could be blocked filter on inlet.
2 Water not emptying property, could be filter (if there is one) or pump
3 Programmer sticky. (Is the programmer manual or electronic)
If you give the model No a few of the experts will be on the case

which bit takes longer?
initial fill? heating (after initail fill), rinse or spin?
