Hotwater only when heating is on...and not very hot!!

Our hotwater only seems to be working when the heating is on. Our heating and hotwater system is provided by a Ariston A/23 Combi boiler.
When the heating is off and we try and use the hotwater the boiler is cutting in and out.

I have also noticed we are losing pressure in the boiler (which i top up on a regular basis - weekly) and one of the rad pipes is leaking a brown oily liquid.

Is this a simple fix? Or is call in the experts

HW - new diaphragm or diverter valve.

Pressure loss - the leak will do it. Stop that leak! Brown oily rusty water is common.
