How best to fill the gap in floor now wall has been removed

Good morning,

I've removed a non load bearing wall that was built against the stair case. At the bottom was a layer of blue brick that was laid on top of concrete. The base concrete sits an inch lower than the base floor, which appears to be a black SLC of some sort (house built in 1975).

My question is, can I simply prime this and add a suitable SLC to fill in the gap to make it as level as possible? Or do I need to lay a piece of DPM first?

Once the stair work is complete we will then take up the laminate flooring on the ground floor. I suspect that we will then need to screed the entire floor properly anyway to allow a good surface for the new flooring which may be LVT.
