Not come across it but looks like a spring steel clip holding it which you might be able to prize off but are unlikely to get back on.
With many taps after you have opened them fully and unscrewed the decorative cover, you can get in to undo them with thin jawed tools. If yours aren't thin enough to fit in, adapt a cheap one with a grinding tool.
