How can I open this tap?

Hi
I need to fix this dripping tap but I can’t open it to access the washer. Does anyone know how to open it?

Probably the top unclip or unscrew to reveal a screw holding the tap top on.

Does the Top of the Tap Knob unscrew from the Bottom Part?
The 'Cap' might unscrew from the Knob.
Grip the Tap below the Brass Banding and try to undo the Cap.
Rubber Gloves might help with gripping it
 
I had one of those, you need a pair of curved slip joint pipe wrenches with the plastic insert over the teeth to stop it marking the metal. Don't ask me how I know. It has most likely limed up with repeated wetting. remember to use some never-sieze when putting it back together. I luckily have a small stash of MS2 grease that has lasted 30 years for this sort of problem.
The original use of the grease was for a 4" AF bolt, 15,000 ft-lbs dry, then a list of greases with a torque setting for each one, and the MS2 grease was down to 7,000 foot-lbs!

The parting line is between the cap and the first bit of gold.
 
You could try boiling water dribbled over the top to expand and loosen .
