How do I add text to a photo?

I have an old photograph which I'd like to add some text to.
It's an old family picture from 1931. It has my four generations of the family women and I'd like to put a name to them all so that I can give it to my own doughters as a momento.
I can get the text onto it in Word as text boxes but it saves a Word doc. I want to save it as a JPeg so that I can get it printed as a photo.
How do I go about this task?

Open the picture using Paint. Use the text option to put in text where you want, then save as a jpeg.
 
Thanks for your reply, I had tried to do it in Paint but I can't get the text button to do anything. i.e. It doesn't become active.

You'll end up with a poor quality image if you do it in MS Paint, Paint's jpeg compression is non-configurable and is set pretty low. You'd be better off doing this in something like GIMP since you're wanting to get it printed.
