How do I finish this?

I got a local handyman in to build some shelves and while he was here he boxed in the pipes in the toilet and bathroom.

He used plasterboard and I have no idea how to go about finishing them so I can paint to match the wall:

What do I need to finish that?

a skim would be best but i think it would look better if you can tile it with the tiles you have on the back wall it would blend in with the walls better, are you going to need access to the pipes at anytime?

I hope not. Can I tape and fill it?

I don't want to have to pay out for a plasterer to skim it and I haven't got a clue where to start with that.
