How do I fix my wobbling bath standpipe tap?

Hello, the standpipe tap to my freestanding bath has been wobbly for a little while now. I've tightened up the screws in the past but they just work themselves loose again.

It doesn't look like the plumber that fitted it used any rawl plugs, is this something that he should have done?

Would it simply be a case of me taking the screws out, getting raw plugs into the ground and then screwing them back in again? I'm a real novice so I'm really not sure how to do this.

That, really, depends on what the screws are screwing into. Are they screwing into timber, concrete, stone, or brick etc.?
