My fence has detached from the post it was nailed to, as the post has rotted at the top. How can I re attach the fence to the post? Do I need a bracket or something?

doesnt matter about the bracket, just a long bolt (or threaded bar) from the outside of the panel all the way through the rail and the post, use some very big washers (50mm square steel plate with a hole drilled through) and you should get a good few more years. Cover the top of the post to keep it dry and you might get another decade!

Cover it with a post cap, like

Make sure you get the right size, the cap will be a bit bigger than the post.

Treating it won't hurt but it won't be sufficient. Wood rots when it is in contact with water and air. If the top of the post is not covered then it will trap / retain water and will rot more pretty quickly.
I just had a poke at it and half the top crumbled to dust, I don't think the bolts will have much to hold onto..

You can buy post repair sleeves, chop post off half way down then use the sleeve to join a short post to the original (if you can't be bothered to replace the full post).

There are many bodges available, tying it back on with wire will work, or a piece of galvanised banding screw on the rails and round the back of the post like a horseshoe, or screw a couple bits of 3x2 or whatever vertically to the post to give you a new post top to screw the rails to.
