How do I tackle my downstairs bathroom job?

Hi, I’m a novice when it comes to DIY. Moving into a fixer upper I’ve had to learn on the job and so far have laid wood flooring, stone floor, tiled walls, skirting, loft boarding, garden fence etc but I’m a bit over my head when it comes to starting on the downstairs loo/bathroom.

Do you suggest I tile the floor first? Or call a plumber in?

It’s got underfloor hearing so I can’t make any holes. I need to get a new sink and toilet put in. Any help would be much appreciated. Thanks!

Tile the floor first and then tell the plumber not to drill down to fix the toilet in place because of the underfloor heating, assuming the underfloor heating was installed where he would need to drill.
 
Fixing downwards is a non issue for professional plumbers. They'll run the heating and locate the loop with thermal imaging cameras.
