I think we need some more details.
Can you not feel if it's on or off via its heat output? If it's powered by electricity you should be able to turn the heater off by switching off or disconnecting the electricity supply.

I know nothing about infrared heaters. Is it possible to feel heat emanating from the panel? I thought they just magically warmed objects. Also there is no electricity supply switch unless maybe one of the trip switches is connected to it. I am not good at setting thermostats and can't work out how to switch off thermostat if that would work.
