How do you create this effect?

Hi. Working on a house in Spain and all the non tiled walls and ceilings are covered with a white bubbly coating. I need to duplicate it to repair a small section. I don't think it is artex as it is very thin approx 1mm. It may be textured paint.
I want to know how to create the tiny bubbles. I put an AAA battery against the wall to show the size of the bubbles.
Any help and advice will be much appreciated.

It looks like a poppadum lol

I could do this, but it would be at the bottom of my walls after painting a ceiling

Thick paint, big brush and then flick the paint on the wall.

I think you would do better asking a Spanish decorating source.

The local DIY shed may have it.
