how do you get a new belt on a hotpoint washing machine

Loop the belt around the motor shaft, cable tie it to the pulley, turn the drum and it should pop on.

I used to slaken the motr, put belt on, then re tension motor

he suggests using a cable tie to hold it to the pulley, cable tie is a plastic thing for holding cables, any diy shed sells them
