How to Access Concealed Cistern ?

Hello, my toilet has started to trickle constantly after flushing. I expect it to be a fairly simple repair however i can't get access.
As shown in the pictures the Cistern is completely tiled in, with apparently no easy access "hatch". I was hoping the top tile would lift off easily after removing silicon, but its solid.

Do i need to just rip off the top tile with a chisel or something, and then re grout it back on afterwards?
Or am i missing a much easier option :unsure:
Any help greatly appreciated!

The tile on the left, the vertical one, rests on top of the one you are attempting to remove. You need to cut through the grout/sealant there too.
