How to add new wall below existing beam

We are adding blockwall infill to an existing 20’ x 20’ gazebo with concrete columns at all 4 corners. We will anchor the new blockwall infill on top of the existing slab perimeter which is aligned with foundation support then tie the blockwall laterally into the existing columns.

How do we pour a new capping beam at the soffit of the existing beam? We will also precast vertical dowels under the existing beam to tie in the new precast beam on top of the new wall.

You'll need to shutter the cap beam/ring beam with timber.
Not sure what that means but I’m thinking we’ll have to seal off the formwork on the inside and since the new beam is 12” high we’ll build the formwork up to 10” on the outside and leave 2” open for the concrete pipe
